It Takes A Community (#ITAC) is an international multi-stakeholder campaign showcasing the positive impact that migration can have on communities, thus contributing to international efforts to promote social cohesion and managed migration, combat xenophobia and discrimination of migrants.

The Mayors Mechanism, jointly steered by United Cities and Local Governments, the Mayors Migration Council, and the International Organization for Migration was established in 2018 to formally link local and regional governments (LRGs) to the state-led Global Forum on Migration and Development (GFMD). The partnership has now scaled to the Migration and Refugee Compacts and launched a Call to Local Action for Migrants and Refugees in 2022.

The Mechanism creates opportunities for LRGs to influence these state-led discussions and aims to:

  1. Bring local context and expertise to the heart of the conversation
  2. Advocate for improved policy coherence on migration issues
  3. Maximise opportunities for innovative and direct partnerships with local governments.

In addition to the Mayors Mechanism partners and secretariat, the cities of Dublin, Johannesburg, Mechelen, Montreal and Sao Paulo, as well as Welcoming International – have provided valuable strategic advice in the design and implementation of #ITAC.

In its endeavor to support and amplify the voices of local governments globally and ensure the Right to the City for all, UCLG works to promote evidence-based approaches to migration and displacement governance, built on the realities of territories and focused on human rights. Through the Mediterranean City to City Migration project and through global advocacy initiatives like the Lampedusa Charter on Dignified Human Mobility and Territorial Solidarity, UCLG has directly contributed to enrich, implement and expand the vision of the ITAC campaign among local governments and their allies all over the world.
